Riverside County Economic Development

There are many reasons to locate or expand a business in Riverside County. Businesses can profit from advantageous tax-credit and rebate incentives and low-interest loans offered in Riverside County's five redevelopment project areas, two State Enterprise Zones, the only federally–designated Empowerment Zone west of the Rocky Mountains, and two Recycling Market Development Zones.

The reasonable cost of living and an attractive quality of life in Riverside County mean it's easier to retain a valuable workforce at highly competitive rates. A county government that is business friendly and a location that is central to all Southern California markets makes Riverside County an excellent choice for a business move.

Riverside County Business Financing

To carry out the Economic Development Agency's mission to improve the local economy, Riverside County offers low-cost, long-term financing to qualified businesses expanding, upgrading existing facilities or relocating their facilities to Riverside County.

Tax Exempt Industrial Development Bonds
Industrial Development Bonds can be used to finance land, buildings, equipment, machinery, furnishings and other project costs. Minimum project financing is $1 million and there is a $10 million maximum. The interest rate, for this type of financing, is generally lower than conventional financing. An acceptable letter of credit is required as security for the full amount financed.

Recycling Market Development Zone Loans
The California Integrated Waste Management Board has created a low-interest revolving loan fund to provide direct loans to businesses that use post-consumer or secondary waste materials to manufacture new products. To be eligible to apply for a loan, the project must be located within the boundaries of a Recycling Market Development Zone (RMDZ).

There are two zones within Riverside County: the Agua Mansa RMDZ/ Enterprise Zone and the Riverside County RMDZ. The loan proceeds available in either of these two RMDZs may be used for land acquisition, leasehold improvements, equipment purchases and working capital for up to 75 percent of the project cost with a maximum loan amount of $2 million. Interest rates are fixed for the term of the loan and are set by the Board of Supervisors semi-annually. The CDC Small Business Finance Corporation is certified by the U.S. Small Business Administration to provide low-interest financing to assist small business owners with the purchasing of equipment, tenant improvements, inventory, debt structuring, working capital, lines of credit and contract financing.

The Inland Empire Lenders Community Development Corporation (IELCDC) is formed by financial institutions, government agencies and private citizens to provide loans to minority and woman-owned businesses and to companies in low-to moderate-income areas in Riverside and San Bernardino Counties.
